On day 43 of the legislative standoff, lawmakers are returning to Washington to decide whether to pass a legislative agreement that would finance government departments for two months.

GOP leaders stated assurance the funding measure would clear the lower chamber, notwithstanding their narrow majority. But top Democrats promised to vote against it.
